The issue with such systemic malfeasance is the quantity makes it very hard to prosecute. We have seen solutions in other countries (truth and reconciliation style programs):
- make clear that you will prosecute cases and punish severely (given the harms caused jail/bankruptcy should be on the table)
- there is a window for people to make a submission of what they knew and allowed to happen. They need to be detailed. They need to state who else knew. So long as the person was not directly involved in abuse then punishment will be limited to some painful but manageable fine/reduction of pension
- you aren't allowed to talk to the people you name during this amnesty period - to prevent collusion. If you do, you forfeit your access to the amnesty - and the person you contact can report on you (so game theory makes this dangerous)
- this will rapidly give you a huge map of who knew what
- that map will aid the prosecution of the hold outs
- as a side affect 90% of labour party members and many activist civil servants wouldn't be able to talk to each other (outside of monitored work settings) without forfeiting their access to the program which would cripple them
2. sends a very strong message that this abuse will no longer be tolerated - and should be paired with aggressive forfeiture of citizenship for those involved
3. the proceeds can fund a compensation fund for victims (not a slush fund for some "charity" to play with)
4. reform should make clear that record deletion will be seen as an attempt to hide culpability. Plenty of deletion still ongoing under "standard documentation rules" given the potential for future litigation the only reason to destroy files is to hide crimes

Well if you design a system that doesn't allow people to maximise their rate of fire without disabling safety features, what do you expect?
Design is always a matter of trade-offs. It's childish to pretend otherwise.
